One of the doubts with regard to the regulations of the state of emergency decreed to combat the coronavirus was whether or not vehicle repair and maintenance workshops could be kept open. The Official State Gazette of Friday, 20 March 2020 clarified the situation by allowing workshops to serve haulage firms "without opening to the general public":

Article 2.1 of Order TMA/259/2020: "In order to guarantee the smooth operation of goods transport and to ensure the necessary supply of products to the population, in addition to the transport operations permitted pursuant to Royal Decree 463/2020 of 14 March, vehicle repair and maintenance workshops will be allowed to open, as will establishments involved in associated activities such as the sale of parts and accessories directly to repair workshops, but not to the general public".

In accordance with this order, workshops may open and provide services to professional carriers. Furthermore, the distribution chain may supply components and supplies to workshops, although it does not clarify the situation for people arriving with private vehicles. Some of the provisions issued by the Ministry of the Interior imply that activity inside a workshop is allowed but without it being open to the public.
